Job Description
POSITION PURPOSE SUMMARY:
The Environmental Services Manager is responsible for all Health and Safety Programs, environmental, property and maintenance aspects of The Salvation Army London Centre of Hope. The incumbent will be responsible for assuring a comfortable, clean, safe, and secure environment for the clients, visitors and staff.Accountabilities:
1. Service Responsibilities
• Responsible in conjunction with the Business Director and the Executive Director for overseeing the operations of the building, equipment, grounds maintenance, waste disposal and pest control in accordance with current applicable federal, provincial and local standards.
• Responsible for the overseeing the housekeeping and general cleanliness and upkeep of the building.
• Maintain in conjunction with the Director’s team the in-service/training/orientation programs for emergency response, Infection Control and other areas as required to ensure safety and security of the clients, visitors and staff, ensuring training attendance records.
• Prepare reports on departmental functions as requested by Salvation Army management and any other stakeholders• In consultation with Executive Director and Department Directors/Managers the incumbent will develop, implement, and review policies and procedures regarding environmental services, health and safety and emergency plans.
2. Health and Safety
• Assist the Human Resources Manager with ensuring that all mandatory staff training including but not limited to First Aid, CPR, and Non-Violent Crisis Intervention etc. is up to date; identifying staff training needs.
• Monitor compliance with health and safety legislation, providing advice, and making recommendations and improvements.
• Assist with ensuring that the equipment, materials and protective devises as prescribed (OH&SA) are provided and maintained in good condition.
• Comply with recommendations from the Middlesex – London Health Unit regarding Universal Precautions related to commutable diseases.
• Compile and report accident statistical data; in consultation with the Program Services Director prepare recommendations for corrective action to eliminate or minimize potential hazards.
• Ensure that Accident reports are forwarded to Human Resources.
• Co-Chair the Health and Safety Committee
• Health and Safety Coordinator for the Centre of Hope
3. Human Resources
• Participate in hiring, orientation, training and development of maintenance and housekeeping personnel; provide ongoing, consistent coaching, performance feedback, and manage the performance of staff in consultation with the Executive Director and/or Business Director.
• Responsible for preparing maintenance and housekeeping staff schedules and ensure appropriate staffing at all times, approving staff absences (i.e. vacation time), and approving payroll.
4. Facilities Management
• Monitor and assist with specific building systems contracts, working in conjunction with the Business Director, and where required DHQ/THQ Departments and outside contractors.
• Hire, supervise, and evaluate contractors as necessary, in conjunction with the Business Director and/or Executive Director.
• Ensure that regular quality assurance monitoring activities are implemented and documented for all services within the department.
• Ensure that routine maintenance and repair of the facility and equipment is completed and monitored through a prioritized list; including plumbing, plastering, electrical, carpentry and mechanical.
5. Program Vehicles
• In conjunction with the Maintenance Coordinator ensure that all vehicles are in good working order, and all compliance requirements are maintained, i.e. training, driver’s license, and driver’s abstract for employees and volunteers.
• Ensure compliance requirements are met as it pertains to the Commercial Vehicle Operator’s Registration (CVOR) legislation.
Perform other position related duties as required.
WORKING CONDITIONS:
• The is a permanent full-time position.
• Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required and a willingness to adjust the weekly work schedule in order to better service the clients is required.
• Ability to lift/move 30 lbs. and be able to reach, bend, and stoop; work in a standing position.
• Travel is associated with this position.
• On-call responsibilities returning to the Centre when required for emergenciesThis position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours
worked are compensated through the annual salary amount.EDUCATION AND EXPERIENCE QUALIFICATIONS:
Education, Qualifications and Certifications:
• Completion of Post-Secondary diploma with formal training in facilities and/or environmental services.
• Accreditation in Property Management would be an asset.
• Current Joint Health & Safety Committee Certification under the Occupational Health and Safety Act.
• First Aid & CPR Certification.
• Valid Ontario Class “G” Driver’s License; own transportation is required; a current driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
• Alternative combinations of education and experience may be considered.
Experience and Skilled Knowledge Requirements
Minimum of three (3) to five (5) previous years of applied experience in all aspects of the following, general property operations, including building maintenance, contract tenders/renewals,
• administration and budgeting; experience in facilities management experience in supervision and leadership.
• Experience working in the social services sector, including environments that provide services to marginalized clientele is an asset.
• Thorough knowledge of building, labour, fire and safety codes, public health and the Occupational Health and Safety Act.
• Ability to read and interpret blueprints is an asset.
• Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the National Canadian Policy Information Centre (CPIC) or through a local police detachment.
• May require screening through The Salvation Army Abuse Registry.
• Understand and comply with the union Collective Agreement.
